    (ESSA) COMPLAINT PROCEDURES

    This guide explains how to file a complaint about any of the programs1 that are administered by the Missouri Department of Elementary and Secondary Education (the Department) under the Every Student Succeeds Act of 2015 (ESSA)2  .

    1. What is a complaint?

    For these purposes, a complaint is a written allegation that a local education agency (LEA) or the Missouri Department of Elementary and Secondary Education (the Department) has violated a federal statute or regulation that applies to a program under ESSA.

    2. Who may file a complaint?

    Any individual or organization may file a complaint.

    3. How can a complaint be filed?

    Complaints can be filed with the LEA or with the Department. 

    4. How will a complaint filed with the LEA be investigated?

    Complaints filed with the LEA are to be investigated and attempted to be resolved according to the locally developed and adopted procedures.  

    5. What happens if a complaint is not resolved at the local level (LEA)?

    A complaint not resolved at the local level may be appealed to the Department. 

    6. How can a complaint be filed with the Department?

    A complaint filed with the Department must be a written, signed statement that includes:

    1. A statement that a requirement that applies to an ESSA program has been violated by the LEA or the Department, and
    2. The facts on which the statement is based and the specific requirement allegedly violated.

    7. How will a complaint filed with the Department be investigated?

    The investigation and complaint resolution proceedings will be completed within a time limit of forty-five calendar days. That time limit can be extended by the agreement of all parties.  

    The following activities will occur in the investigation:

    1. Record. A written record of the investigation will be kept.  
    2. Notification of LEA. The LEA will be notified of the complaint within five days of the complaint being filed.  
    3. Resolution at LEA. The LEA will then initiate its local complaint procedures in an effort to first resolve the complaint at the local level.
    4. Report by LEA. Within thirty-five days of the complaint being filed, the LEA will submit a written summary of the LEA investigation and complaint resolution.  This report is considered public record and may be made available to parents, teachers, and other members of the general public.  
    5. Verification. Within five days of receiving the written summary of a complaint resolution, the Department will verify the resolution of the complaint through an on-site visit, letter, or telephone call(s).
    6. Appeal. The complainant or the LEA may appeal the decision of the Department to the U.S. Department of Education.

    8. How are complaints related to equitable services to nonpublic school children handled differently?

    In addition to the procedures listed in number 7 above, complaints related to equitable services will also be filed with the U.S. Department of Education, and they will receive all information related to the investigation and resolution of the complaint.  Also, appeals to the United States Department of Education must be filed no longer than thirty days following the Department’s resolution of the complaint (or its failure to resolve the complaint).

    9. How will appeals to the Department be investigated?

    The Department will initiate an investigation within ten days, which will be concluded within thirty days from the day of the appeal.  This investigation may be continued beyond the thirty day limit at the discretion of the Department. At the conclusion of the investigation, the Department will communicate the decision and reasons for the decision to the complainant and the LEA.  Recommendations and details of the decision are to be implemented within fifteen days of the decision being delivered to the LEA.

    10. What happens if a complaint is not resolved at the state level (the Department)?  

    The complainant or the LEA may appeal the decision of the Department to the United States Department of Education.

    LEA PARENT AND FAMILY ENGAGEMENT

    Section 1112 (b) (3) and (7) and Section 1116

     The LEA will conduct outreach and engage parents of participating children, including parents of migrant and EL children, in meaningful consultation to plan and implement parent involvement programs, activities, and procedures.

    LEA Parent and Family Engagement Policy

    Policy Development

     The LEA parent and family engagement policy is developed jointly with, agreed on with, and distributed to parents of participating children. Section 1116 (a)(2)

    Describe how the LEA involves parents in the joint development of the LEA parent and family engagement policy

    The Grain Valley School District puts into operation programs, activities, and procedures for the engagement of parents and family members in all of its schools with Title I, Part A programs. These programs and activities are planned and operated with meaningful consultation with parents and family members of participating children. The following actions serve as evidence of parent and family member involvement in jointly developing the LEA plan.

    The Title I Parent Involvement Plan and Comprehensive LEA Improvement Plan are reviewed and/or revised annually. The district uses survey results from previous year to determine effectiveness and make changes to plans. Comments and suggestions by parents are used to revise the plan. Copies of the parent and family engagement policy is available on the district/school website. Documentation of parent and family input is maintained in the district office.

     

    Describe how the LEA seeks and obtains the agreement of parents with the parent and family engagement policy

    The Grain Valley School District collaborates with parents and families to obtain agreement with the parent and family engagement policy.  The policy outlining the requirements of the parent and family engagement policy is posted as part of school board policy on the district website. Parents and family members at each of the Title I, Part A schools has the opportunity to participate as volunteer committee members involved with building planning teams responsible for planning parent and family engagement events in conjunction with the goals of the Title I, Part A program.  Parents and family members also have multiple opportunities to provide feedback and agreement with the parent and family engagement policy through paper and/or online surveys. The School-Parent Compact agreement between families and the Title I school acknowledge the parent and family engagement policy as well.

     

    Describe how the LEA distributes the LEA parent and family engagement policy to parents of participating children

    Parent and family engagement policy is included as part of the School-Parent Compact for the Title I, Part A program. The policy is also shared at the annual Title meeting at the beginning of each school year. School board policy is available on the district website including parent and family engagement policies and procedures. Each Title I, Part A school building distributes a variety of information related to parent and family engagement throughout each school year as well.

     

    Plan Development

    Describe coordination, technical assistance, and other support

    The Grain Valley School District will provide the following coordination, technical assistance, and other support necessary to assist and build capacity of all Title I, Part A schools in planning and implementing effective parent and family involvement activities to improve student achievement and school performance.  This may include meaningful consultation with employers, business leaders, philanthropic organizations, or individuals with expertise in effectively engaging parents and family members in education.

    The federal programs director along with Title I school principals and personnel coordinate the support of each school as needed. Title I reading teachers provide materials and training for parents throughout each year to assist children academically in core areas. Principals provide literature from research to support parent efforts at home through classroom and building newsletters.

    The School-Parent Compact is explained and discussed with parents and students at the beginning of each school year.  This is coordinated with a Title I information meeting, meet the teacher night, school family engagement events, and parent teacher conferences. The compact is reviewed annually with parents for any necessary changes for each year.

    Describe how the LEA will coordinate and integrate family engagement strategies with these laws and/or programs

    The Grain Valley School District coordinates with relevant federal, state, and local laws and programs including: special education, early childhood programs, English for Speakers of Other Languages, Parents as Teachers, and other programs as appropriate that encourage and support parents in more fully participating in the eduction of their children. This coordination is supported through a variety of communication methods including, but not limited to: local school websites, parent teacher conferences, parent workshops, newsletters, and social media.

     

    Annual Evaluation

    ☑ The LEA conducts, with the meaningful involvement of parents and family members, an annual evaluation of the content and effectiveness of the parent and family engagement policy in improving the academic quality of all schools served under this part. Section 1116 (a)(2)(D)

    Describe annual evaluation

    The Grain Valley School District utilizes a common survey for parents administered to the parents and families of each Title I, Part A school each year.  The results from the survey are utilized to evaluate the effectiveness and overall satisfaction of the school. This survey is not exclusive to the parent and family engagement policy. However, the information gleaned from it informs any revisions to the policy.  Parents and family members are provided the opportunity to complete the survey through email with a web link.  Currently, two buildings in the district are schoolwide under Title I, Part A. These schools have utilized specific strategies to target all parents and family members to improve parent and student engagement. 

     

    As part of the annual evaluation of the content and effectiveness of the parent and family engagement policy, the LEA identifies;

    ☑ Barriers to greater participation by parents of participating children (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background)

    Describe method(s) for identifying barriers

    The Grain Valley School District will use evaluation surveys designed with questions and opportunities for parents to express any barriers they deem exist to being involved with their children's education.  All school personnel will informally gather information from parents and family members through constant communication and relationship building to identify barriers and seek resolution and improvement.

    Describe method(s) for identifying needs

    The Grain Valley School District will use evaluation surveys designed with questions that help school personnel obtain information about how better to engage parents in the learning of their children.  Each parent event held at a Title I, Part A school will include activities designed with parent and school partnership in helping students be successful academically. These activities will include the involvement of teachers to help build relationships between school and families. Feedback will be requested formally after each event to measure the effectiveness of the format/activity.

    Describe method(s) for identifying strategies

    The Grain Valley School District met with parents and teachers in the spring at our planning and review meeting (April 1st and April 1st, 2025) to reflect on our current practices and engagement opportunities and plan for the upcoming year. The Grain Valley School District will provide training for parents from Title I, Part A funds, provide reasonable and necessary expenses such as supplies and materials to engage parents in school-related meetings and training sessions, arrange for meetings and activities at a variety of times to accommodate various schedules and identify and apply model approaches to improve parent and family involvement.

    Matthews Elementary worked as a team of parents and staff members to agree upon goals and initiatives for student success.  This team included a representation of parents, teachers, and administrators.  Planning meetings centered around student needs, areas of growth, and student successes.  These meetings are held after school hours throughout the school year to help create our school-wide building plan.  The monthly PTA meetings have a standing agenda item for the Title I, Part A programs as well.  Parents also have the opportunity to give input and review the plans through online surveys and parent-teacher conferences.

    Describe how parents are involved in the planning, review, and improvement of the school parent and family engagement policy.

    Matthews Elementary's parents and family engagement policy is included in the Parent/Student Compact and aligns with the district's parent and family engagement policy. Information from Title I Part A is shared during buildingwide parent events. Parents are provided monthly opportunities to be invested in their child's learning and are encouraged to provide feedback at each event. Parents are also given an opportunity to provide input when taking the family survey. The survey results are shared with parents at the April 2026 PTA meeting, and they are given an opportunity to share input on goals, initiatives, communication, and partnership. The Title I team reviews the feedback for consideration and revision of the school's Parent and Family Engagement Policy. 

    The school provides parents of participating children:

    Matthews Elementary shares information regarding Tile programs at school and family events. Matthews Elementary and Sni-A-Bar Elementary have created a Title I brochure. The brochure was reviewed for updates and will be sent home with each child at Parent-teacher conferences. Program information will also be posted to the building website and shared through social media.  All teachers will share information regarding the school's Title I Part A program throughout the year, including parent-teacher conferences. Matthews Elementary will have a section of its website where Title I information will be posted for quick access. The link will also be shared on the Matthews Elementary social media sites. 

     

    ☑  A description and explanation of the curriculum in use at the school, the forms of academic assessments that are used to measure progress, and the achievement levels of the MAP assessment. Section 1116 (c)(4)(B)

    Describe methods and plans to provide a description and explanation of the curriculum, academic assessments, and MAP achievement levels.

    Matthews Elementary promotes the district's curriculum and academic assessment information including MAP achievement levels in a variety of ways.  Each year, the school shares a family information booklet with specific information for parents and families to share information regarding curriculum and assessments.  The school also shares a brochure to explain Title I to all families.  Parentteacher conferences are the primary opportunity for parents to participate in decision-making related to the education of their children.  However, school staff collaborate and communicate with parents and families throughout the school year. In addition, the school shares information regarding the MTSS intervention process and Reading Success Plan when meeting with parents. This school year, Matthews will be using the Missouri Data Visualization Tool (MODVT) to monitor data and track the growth and performance of students.

    SHARED RESPONSIBILITY FOR HIGH STUDENT ACHIEVEMENT

    School-Parent Compact

    The School-Parent Compact outlines how parents, the entire school staff, and students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership to help children achieve the State’s high standards. Section 1116 (d)

    As part of the Matthews Title I Part A school parent compact, parents are asked to agree to support (by signature) the following to the best of their ability: 1. Go over child's assignments and/or completed school work daily, 2. Provide a quiet place and time for reading and studying each night, 3. Establish a routine that allows the child to get enough sleep and ensures that he/she is at school on time, 4. Participate in school activities for parents, including open houses, STEAM nights, and parent conferences 5. Be an active participant in reading with their child daily.  

     

    ☑  Describe the school’s responsibility to provide high-quality curriculum and instruction in a supportive and effective learning environment. Section 1116 (d)(1)

    As part of the Matthews Title I Part A school/parent compact, the school (all staff members) agree by signature to do the following: 1. Set and communicate reading goals, 2. Prepare and implement lessons, that meet the student's needs, 3. Provide support and information to assist in reading at home, 4. Use the building's vision statement to guide decision making, 5. Regularly communicate student's progress with parents and classroom teacher.

    BUILDING CAPACITY FOR INVOLVEMENT

    To ensure effective involvement of parents and to support a partnership among the school, parents, and the community to improve student academic achievement, the school

    • the Missouri Learning Standards,
    • the Missouri Assessment Program,
    • local assessments,
    • how to monitor a child’s progress, and
    • how to work with educators to improve the achievement of their children. Section 1116 (e)(1)

     

    Describe plans to provide assistance.

    Matthews Elementary provides assistance to parents in a variety of ways to communicate important information regarding the Missouri Learning Standards, MAP, local assessments, monitoring a child's progress, and how to work best with educators.  The primary forms of assistance are; Parent Teacher Conferences in the fall and a school brochure with relevant information to be shared at school events and sent home with students.  Another way Matthews assists parents includes sending progress notes with an invitation to meet for all students receiving Tier 2 or Tier 3 math or reading MTSS Interventions and the four times per year report for Reading Success Plans. 

     

    ☑  Provides materials and training to help parents work with their children to improve achievement. Section 1116 (e)(2)

    Describe plans to provide materials and training.

    Matthews will host parent events partnering with families and will include all of the relevant Title I Part A information for parents. These events cover all of the elements of Title I Part A, but also include the first of many parent information tidbits on how to help children succeed in school. Parents are also provided information on helping their children be successful at parent-teacher conferences and through classroom and school newsletters, websites, and social media. Our incoming kindergarten families will be invited to attend a parent information meeting where they can learn about the school, its programs, and ways to stay informed and connected. The meeting will focus on preparing students for kindergarten and resources to support their students as they enter elementary school.

    New student families enrolling after meet the teacher will be given the Title I brochure at the time of their enrollment. 

     

    ☑  Educates teachers, specialized instructional support personnel, principals, and other school leaders, and other staff, with the assistance of parents, in the value and utility of contributions of parents, and in how to reach out to, communicate with, and work with parents as equal partners, implement and coordinate parent programs, and build ties between parents and the school. Section 1116 (e)(3)  

    Describe plans to educate school personnel regarding working with parents.

    As part of the competency-based education goal for the district, Matthews Elementary will provide professional development on parent involvement and communication through the interpretation of the grade book marks, standards based report card, and the MTSS process.  Administrators also provide frequent "tips or tidbits" on parent involvement and communication through building teacher newsletters.  At Matthews, the administration has set an expectation for teachers to attend school social events hosted by the school or PTA.  There is a strong belief in engaging with parents in settings outside of the classroom to build strong relationships and culture with parents and families.  For the second year, Matthews will continue to implement the Character Strong (next generation skills) curriculum to foster a sustainable, positive culture while building confident students. Parents will be educated on the curriculum and its components through social media, newsletters, and information from teachers. 

    To ensure effective involvement of parents and to support a partnership among the school, parents, and the community to improve student academic achievement, the school

    ☑ To the extent feasible and appropriate, coordinates and integrates parent involvement programs and activities with other Federal, State, and local programs, including public preschool programs, and conducts other activities, such as parent resource centers, that encourage and support parents in more fully participating in the education of their children.     Matthews Elementary has a thriving PTA organization that helps support relationships between the school and families.  Additionally, the district has a Bright Futures organization that assists all students and families by sharing "time, talent, and treasures" with various groups in the school.

    For the 25-26 school year, the district has two English Language Development (ELD) teachers to support students identified as needing ELD services this next school year. This will help support the student and parents to access school and district resources.
